According to new data from the Internal Revenue Service, the number of tax filers with zero federal income tax liability and an income of $200,000 or greater has risen past 20,000, just over half of 1% of all those with an income over $200,000. Among the 400 taxpayers at the top of the income ladder in 2009, 6 paid nothing and the other 384 paid an average tax rate just under 20%.
